Do you think i should contact the police?

My 91 year old grandma re-uses stamps from envelopes which have been unmarked in the delivery process. I think this is blatant fraud and she should be punished like any other criminal (hopefully her last days behind bars). I can't wait to get her big house and her hidden millions so this is the only thing i could pin on her. What do you think, am i out of order?
