My cat will no longer share the litterbox?

my 2 yr old siamese mix Bailey had penil removal surgery due to a scarred urethra 3 months ago. for about 6 wks before the surgery I had him segregated from my other cat because he couldn't control his urination. He now has normal urinary function and I have been able to get him to go back in the littermaid if I lock him in the bathroom with it. This doesn't work well for me because I also have an orange tabby Tiger who also needs to use the box. Tiger has been taking a very long time to forgive Bailey for his absence. So Bailey keeps peeing on rugs or clothing that is lying on the floor. I have purchased feliway and odor removers in hopes of getting him back to the box. I even got an additive that is supposed to attract the cat to the litterbox. I really don't want to get another box because, 1: Another littermaid is too expensive. 2: We go away on various weekend trips and have no family to look after the box which is why I got the littermaid in the first place. Help!
