Is pulling troops out of Afghanistan a strategic decision or a political/election decision by 0bama?

Seems like everything he does lately is solely to help his re-election bid. I think its too late for him though. It will take decades to fix the mess he has given us. If he is truly an patriotic American like he say's he is, he would finish out his term and leave. He even must realize he's not up to the job.
